Eve Horwitz presented at this Boston Bar Association Health Law Section Program on April 28th. Direct primary care (DPC) is a new model in which the physician withdraws from all payers, including Medicare, and charges patients a flat fee for a scope of services.  The Massachusetts Division of Insurance (DOI) has issued informal responses on how physicians can establish and operate DPC practices without triggering the need to be regulated as engaging in the business of insurance. Eve represents such physicians and has helped secure guidance from the DOI.
